Commonwealth Edison Co.<\/em> is curious in that it only shows Judges O&#8217;Malley and Hughes as the judges on the decision. \u00a0Judge Moore presided over the oral argument. \u00a0It is unclear if Judge Moore&#8217;s name missing from the decision is just an error or a late recusal without explanation.
